Your Gun Rights in 2027 Under a Democrat Trifecta

If Democrats win the State Senate on November 3rd, the gun bills they’ve already written and voted on come right back in 2027: universal gun registration, Red Flag Gun Confiscation, an “assault weapons” and magazine ban and more. Today, the Republican Senate is the wall every one of those bills runs into, and two more seats would hand Democrats control.

I want to walk you through what January 2027 looks like if Josh Shapiro gets his trifecta, because I don’t think most gun owners realize how much of it these politicians have already written and voted on.

The new legislature is sworn in on the first Tuesday of January. If Democrats win the State Senate on November 3rd, they’d pick the president pro tem, and the pro tem names the chairmen of the committees that have bottled up their gun bills for years.

These bills die when the session ends on November 30th, but the same politicians have already written them and voted on them. With a Democrat Senate, expect them right back in 2027:

  • Universal gun registration (HB 1593): passed the House 104 to 99 in September 2025, then stalled in the Republican Senate.
  • Red Flag Gun Confiscation (HB 1859): failed in the House by a single vote, 101 to 102. Democrats say they’re confident they’ll grow their House majority. One more seat could be all it takes.
  • The “assault weapons” and magazine ban with a buyback (SB 200): 15 Senate Democrats have their names on it, including Senate Democrat Leader Jay Costa and Sen. Vince Hughes.
  • The deadly gun lockup bill (HB 2244): cleared House Judiciary 14 to 12 in June, with every Republican voting No. It was laid on the table in September.
  • A gun-owner insurance mandate (SB 209): sponsored by Sen. Amanda Cappelletti and cosponsored by Costa.

Now look at who would be running the place. The Inquirer reports that Vince Hughes, who runs the Senate Democrats’ campaign arm, is on track to chair the Senate Appropriations Committee if Democrats win.

Hughes is a cosponsor of the gun and magazine ban. Jay Costa is on both SB 200 and SB 209.

Today, the Republican Senate is the wall every one of those bills runs into.

Two more seats tie the Senate, and the Democrat Lt. Governor breaks the tie to hand them control: the leadership, the committee chairmen and the calendar.

That’s the apocalypse I’m talking about, and it isn’t a far-off maybe. It’s one election away.

That’s why PFA is putting everything into the Senate fight right now: exposing these records to gun owners in the swing Senate districts, turning out the gun vote, and making sure we’re funded to fight back on day one of the new session if the worst happens.
